Cape Flats does not refer to the actual flats but all the townships in the Cape Flats area. Townships in Cape Town like Phillippi, Nyanga, Manenburg, Mitchells Plain, etc are in the Cape Flats. All people of colour in the WC are ignored, not just a certain race.

Crime and gangsterism in cape town is culture so it is better to deal with that element. You can't say 12 and 16 year old kids are resorting to crime because of poverty alone
